Challenges Ahead for Para Teachers

Para teachers in Jharkhand have received a significant blow, as the Education Department has stated that the regularization of para teachers is not possible given the current circumstances. The Jharkhand High Court and Supreme Court have also dismissed cases related to para teachers. The department responded clearly to queries from Bhavnaathpur’s BJP MLA Bhanu Pratap Shahi.

The School Education and Literacy Department explicitly stated that the permanent placement of para teachers (assistant teachers) is not feasible in the current situation. The Jharkhand High Court and Supreme Court have also dismissed cases related to their regularization. The department responded clearly to queries from Bhavnaathpur’s BJP MLA Bhanu Pratap Shahi regarding this matter.

The department highlighted the difficulties in paying salaries to para teachers, emphasizing that their selection was made without the provision of reservations by the respective Gram Shiksha Samiti of the relevant school. The creation of positions is necessary for the application of salaries, and compliance with the roster is essential for position creation.

Service conditions and regulations for para teachers have been established by the Jharkhand High Court, which dismissed a case against the state government filed by Sunil Kumar Yadav and others. In the Supreme Court, para teachers filed an SLP, which did not grant them interim relief even in the passed judgment. The court dismissed 13 petitions related to the permanent placement of para teachers.

It is worth mentioning that the state government has formulated service conditions and regulations for para teachers, wherein a unified increase of 50% in remuneration for para teachers passing the TET and a 40% increase for non-TET para teachers has been approved. Additionally, approval has been granted to increase the remuneration by an extra 10% for non-TET para teachers who pass the evaluation exam. Now, para teachers are demanding permanent placement.
